Bledar Cafi, 50, appeared today before the Special Court against Corruption and Organized Crime to have the security measure imposed against him reassessed.

The Special Court ruled that the 50-year-old should remain under the security measure of “arrest in prison” as part of SPAK’s investigations into the “High Wall” operation case.
Cafi was arrested on September 26 in Shkodër during an operation carried out by the State Police and the National Bureau of Investigation, under the direction of SPAK. The initial measure of “arrest in prison” had been imposed by the Special Court on September 25, 2026.
Along with Endrit Dokle, his name emerged from the decryption of SkyECC messages, with both suspected of trafficking drugs in cooperation with the Rraja group.
He is accused of three criminal offenses involving “drug trafficking,” committed in cooperation and as part of a structured criminal group, as well as “structured criminal group” and “commission of criminal offenses by a criminal organization and a structured criminal group.”
Cafi has a previous criminal record and was previously convicted in Italy for drug trafficking.
On June 4, 2020, the Trieste Court sentenced Cafi to 4 years and 2 months in prison for trafficking large quantities of drugs and participating in a structured criminal group.
He was placed on an international wanted list, and on January 25, 2021, he was arrested in Shkodër by Albanian police for extradition to Italy to continue serving his sentence.
