The court hearing against three defendants over the explosion at the “Ibër-Lepenc” canal is being held today at 09:30 at the Palace of Justice in Pristina. The incident occurred on November 29, 2024, in the village of Varagë, Zubin-Potok.

The three defendants face charges of illegal possession of weapons. Meanwhile, Jovan and Dragiša Viqentijević are also charged with the criminal offenses of endangering the constitutional order through the destruction of or damage to public installations and equipment, committing a terrorist act, and espionage.
Kosovo’s Special Prosecutor’s Office filed the indictment on December 9, 2025. It links the defendants to the attack that caused extensive damage to the “Ibër-Lepenc” canal, which is considered one of Kosovo’s key water infrastructure structures.
The document prepared by prosecutor Bekim Kodraliu also contains statements made by Jovan Viqentijević before the Prosecutor’s Office. According to the indictment, he stated that from September 14 to 23, 2023, he had trained at the Serbian army’s “Pasulanske Livade” training ground, together with around 120 other people.
The Prosecutor’s Office claims that members of Milan Radoičić’s group also trained at the same training ground during September 2023. The latter is accused of involvement in the September 24, 2023, armed attack in Banjska, Zvečan.
In his statement, quoted in the indictment, Viqentijević claimed that another attack had been planned in Kosovo in October 2024, but that the plan had been canceled. It also says that its implementation had been postponed until the conclusion of the presidential election in the United States.
Among the materials presented as evidence is an expert analysis by the Federal Bureau of Investigation (FBI). According to the indictment, the analysis found that the material seized from the defendants’ boots matched the sample taken from the site of the explosion at the “Ibër-Lepenc” canal in structure, color, and composition.
The explosion on November 29, 2024, in Varagë, Zubin-Potok, severely damaged the “Ibër-Lepenc” canal. The canal supplies water to important parts of Kosovo and also plays a role in energy production processes.
During the proceedings, the evidence presented by the Prosecution and the defense is expected to be examined, along with testimony related to the circumstances of the explosion and the defendants’ alleged role.
The three defendants continue to be presumed innocent until their guilt is confirmed by a final judgment.
