Artan Grubi’s defense has submitted a guarantee of €335,707, requesting the lifting of the additional precautionary measure, the Criminal Court announced. Grubi, who is charged in the case related to the State Lottery, has offered real estate as collateral. In addition to house arrest, his travel document has been temporarily seized, and he has been prohibited from obtaining a passport or other documents enabling him to cross the state border.

According to the defense’s proposal, the seizure measure should be replaced with a guarantee, based on Article 150 of the Law on Criminal Procedure. The real estate offered is valued at €335,707 and, according to the defense’s reasoning, will ensure that the defendant remains available to the prosecuting authorities throughout the criminal proceedings, the Criminal Court said.
The Basic Criminal Court said that the indictment on which the case was registered was submitted on August 13, 2026. Article 470 of the Law on Criminal Procedure stipulates that detention may last up to 60 days from the moment the indictment is submitted. Consequently, the house arrest measure against Artan Grubi expires on October 13, 2026, in accordance with the statutory deadline.
However, the seizure of the travel document and the ban on issuing documents for crossing the state border, as additional security measures, remain in force even after the 60-day period expires. /SHENJA/
