To ensure that he does not flee and to enable the return of his passport, Grubi has offered €335,000 as a guarantee.

He has been under house arrest since February 23 of this year, after voluntarily surrendering at the Blace border crossing following nearly 15 months on the run.

The measure against him was imposed based on reports from intelligence services, which assessed that his safety and that of his family were at risk.

In the “Lottery” case, Grubi is accused of chairing a government meeting on the day the decision to reorganize the gambling industry was approved.

Initially, an arrest warrant was issued against him for “fraud in service,” while the offense was later reclassified as “abuse of official duty.”

During the court proceedings, Grubi stated that he did not accept responsibility for the charges brought against him. According to him, the measure for which he is being prosecuted was unanimously approved by the government and had earlier also received the approval of the Ministry of Finance.

The prosecution estimates the damage to the budget at nearly €10 million. Meanwhile, one month ago, the first defendant in the case, Përparim Bajrami, was also handed over to law enforcement authorities.
