Bardhi and Balliu Expelled for Two Months – Details Emerge of Water Bottle and Egg Incident in Parliament

Gazment Bardhi and Klevis Balliu, members of Parliament from the Democratic Party, will not take part in Parliament’s proceedings for two full months. The Secretariat for Procedures, Voting and Ethics has decided to exclude them from plenary sessions and parliamentary committees, with a disciplinary measure covering 60 calendar days.

The decision was announced on October 12, 2026, in response to a request submitted by ten socialist MPs, who demanded action following the turbulence of the October 8 plenary session, during which the voting process was underway.

According to the Secretariat’s act, Gazment Bardhi faces charges of insulting the leaders of Parliament, the Prime Minister, members of the Council of Ministers, and socialist MPs, as well as throwing water bottles at them. One of these bottles, the document emphasizes, struck an employee of the Republican Guard, leaving him with injuries to the eye area.

The Secretariat’s argument is that Bardhi’s behavior further inflamed the tense climate in the chamber and undermined order and security during parliamentary proceedings. The decision classifies these actions as a serious violation of the norms of ethics and parliamentary discipline.

Klevis Balliu, the other MP punished with expulsion, is documented to have approached the Parliament’s podium and attacked the Prime Minister, the Speaker of Parliament, and the ministers of the Council of Ministers with eggs.

The second charge against Balliu relates to the use of a noise-making device inside the Parliament chamber, which hindered the normal continuation of the session. According to the Secretariat, these acts have damaged the institution’s authority and the conditions for the regular exercise of parliamentary activity.

The document also clarifies that the assessment was based on video evidence recorded during the session, as well as footage published by the media.

The legislation violated, according to the decision, includes Article 63 and Article 65/1, point 7, letter “a” of the Parliament’s Rules of Procedure, as well as Article 3, Article 5, point 1, and Article 6 of the Code of Conduct for Members of Parliament.

Another detail revealed by the document concerns the hearing procedure: while Balliu attended the October 12 meeting, Bardhi did not appear at all, despite having been officially notified.

The decision was taken with the participation of five members of the Secretariat, while one member was absent from the meeting.

The punitive measure takes effect the day after the decision is announced and lasts for 60 calendar days. The Security Service in Parliament and the Secretary General are responsible for ensuring its implementation.

The punished MPs have a two-day period to file an appeal before the Parliament’s Bureau.
