SPAK opens criminal proceedings following complaint over “The Albanian Files,” focusing on resorts in protected areas

SPAK has opened criminal proceedings following a complaint filed on August 12, 2025, by a group of experts and protesters. According to sources, the proceedings cover several criminal offenses, but so far no one has been formally named as a suspect or placed under investigation.

The complaint targets Prime Minister Edi Rama, other public officials and private entities linked to tourism projects in Zvërnec, Rrjoll and Divjakë-Karavasta. It is based on materials from “The Albanian Files,” which maps resorts in protected areas, and “The KKT Files,” a database containing 252 decisions by the National Territorial Council.

According to those who filed the complaint, the same pattern recurs in these projects: first, the law is changed, then a special planning instrument is approved, and finally, the permit is granted by the National Territorial Council, chaired by the prime minister.

The complaint calls for an investigation into abuse of office, unlawful influence over public officials, passive corruption by senior officials and the formation of a structured criminal group.

Baks-Rrjoll, Divjakë-Karavasta and Zvërnec are the three main cases included in the complaint. However, those who filed it are asking SPAK not to limit its investigation to these projects alone.
