The chairman of the Democratic Party of Kosovo, Bedri Hamza, has not ruled out the possibility that the PDK could revise its position on the election of the president following the political developments of September 16.

After a meeting of the party’s Steering Council, Hamza said that recent developments had created new circumstances to which the PDK would adapt its positions. According to him, the issue is not only related to the past or to certain individuals, but to the state and its future.
Asked whether the PDK would support a presidential candidate proposed by the Vetëvendosje Movement, Hamza said he could not answer a hypothetical question without first having a concrete proposal.
He said he had met with the leaders of three political parties—Mr. Kurti, Mr. Avdixhiku and Mr. Gjini—and that he was ready for further meetings. Hamza said communication between leaders is natural when discussing issues and situations of importance to the country.
Speaking about the Specialist Chambers, Hamza said the proposed draft law addressed, to some extent, the concerns raised regarding this court. He said that highly qualified domestic and international experts had been consulted during its drafting.
According to Hamza, the draft provides for the appeals process to take place at this court, giving it another opportunity to reach a fair decision. He added that members of parliament have their role to play in considering the law.
The PDK has called for an institutional review of the legal framework of the Specialist Chambers, as well as full institutional support for legal defense and the appeals process. Hamza announced that the Steering Council had unanimously approved a statement containing this demand.
He said the party had submitted the law to the Assembly and was seeking the support of other political parties so that it could be considered and enter into force as soon as possible. According to Hamza, this issue goes beyond the limits of a mandate, the Assembly, the government, the president and a political party, and therefore requires broad legal and institutional support.
Hamza stressed that the Kosovo Liberation Army (KLA) is greater than the PDK and that the party did not exist when the KLA was founded and fought for freedom and independence. He also reiterated that he would support civic initiatives and protests against the decision of the Specialist Chambers in The Hague.
Regarding institutional assistance, Hamza said it should include a sufficient budget, as well as amendments and additions to the administrative instruction, so that the defense is placed on an equal footing with the prosecution and the court during this process.
