Tetovo’s DUI has accused Mayor Bilall Kasami of withholding the institution’s actual debt figure from the public. According to Arbëresha Neziri, Finance Ministry data show liabilities of 23 million euros, while a further 8 million euros have not been recorded, bringing the total debt to more than 31 million euros.

Neziri referred to data published for the second quarter of 2026, specifically as of June 30, when Tetovo Municipality’s reported liabilities stood at nearly 23 million euros. She asked for an explanation of how around 20 million euros could have been paid off in two months, and also questioned where the funds came from and what documents verified the payments.
“According to data published by the Finance Ministry for the second quarter of 2026, as of June 30, reported liabilities stood at nearly 23 million euros. And according to our information, around 8 million euros have not been recorded, meaning Tetovo Municipality’s total debt is more than 31 million euros. So we ask: How were around 20 million euros paid off in two months? What funds were used, and where is the proof of payment? The base budget for 2026 is 16.9 million euros. By midyear, 55% had been spent, including funds from the Hungarian loan,” she said.
Tetovo Municipality did not directly respond to DUI’s news conference. The institution said it stood by the position expressed by the mayor a day earlier: that the debt to enforcement agents is around 3 million euros and is expected to be cleared within a few months.
“The Municipality’s debt, initially declared at 15 million euros—we are talking only about the Municipality—but which rose to around 20 million euros because of the penalty interest we paid, has now been reduced to around 3 million euros in enforcement proceedings. We are working intensively to pay off, or have enforcement agents collect, the remaining 2–3 million euros over the next two to three months, so that Tetovo Municipality finally has financial liquidity,” Tetovo Mayor Bilall Kasami said on September 23, 2026.
Kasami began his first term as mayor of Tetovo at the end of 2021. At the time, he said the municipality’s total debt, including that of public enterprises and schools, amounted to around 24 million euros.
