In a Facebook post, she described the government’s move to submit the draft law to the Assembly as important, stressing that responsibility now rests with the MPs.
“The law must be considered and voted on in both readings. Therefore, the procedure must begin today at the Assembly session, bearing in mind the 72-hour period between the two readings,” Shoshi-Musliu wrote.
According to her, Kosovo needs to develop a joint legal and diplomatic strategy involving local and international experts. As she said, this strategy must be linked to the process of appealing the 16 September ruling and preserving the truth about the KLA’s liberation war.
Musliu-Shoshi warned that holding elections without concluding this process could make institutional support for the former KLA leaders impossible.
“This issue is above parties and political calculations. There is no government and opposition here. There is a state interest,” she declared.
On Friday, the Government of Kosovo sent the Assembly its response to the initiative of the Democratic Party of Kosovo, which seeks to amend and supplement the Law on the Specialist Chambers and the Specialist Prosecutor’s Office.
The decision was approved on Friday during an electronic meeting of the government.
“The Government of the Republic of Kosovo held an electronic meeting at which it approved the decision responding to the request of the Assembly of the Republic of Kosovo, Prot. No. 1108, dated 23 September 2026, concerning the legislative initiative for the ‘Draft Law No. 11/L-001 on amending and supplementing Law No. 05/L-053 on the Specialist Chambers and the Specialist Prosecutor’s Office,’” the government’s announcement stated.
The Assembly had sent this request on 23 September 2026.
