In his response, he stressed that the seven months leading the prison system had not been easy because of problems requiring immediate intervention, difficult decisions and numerous responsibilities.
“For me, this has not been an easy period, as there were problems requiring immediate intervention, difficult decisions that had to be made and responsibilities that could not be postponed even for a few minutes. I have tried to meet them with maximum commitment, always keeping the people and institutions for which I was responsible in mind,” he wrote.
In his message, Kupi did not fail to mention the criticism and opposition he faced while carrying out his duties.
“There have also been criticisms, objections and stones thrown at this work. I have tried to listen to the criticism, even when it has been difficult. Despite the obstacles, we continued to work. As for other things, time will speak more clearly than I can today,” he said.
After seven months leading the Directorate General of Prisons, I have decided to resign from this position.
For me, this has not been an easy period, as there were problems requiring immediate intervention, difficult decisions that had to be made and responsibilities that could not be postponed even for a few minutes.
I have tried to meet them with maximum commitment, always keeping the people and institutions for which I was responsible in mind.
During these months, my work has focused on strengthening security, improving administration and modernizing the prison system.
The priorities have been increasing accountability, supporting the professionalization of staff and improving the conditions for treating people who are serving sentences.
I believe that a modern prison system is also measured by the way it treats people, respects their rights, ensures transparency and provides real opportunities for rehabilitation and return to society. This has been the belief that has guided me in this position.
There have also been criticisms, objections and stones thrown at this work.
I have tried to listen to the criticism, even when it has been difficult. Despite the obstacles, we continued to work. As for other things, time will speak more clearly than I can today.
Today I leave with gratitude for everyone who worked with me, who shared the responsibilities and who stood by this work until the end. I know how much dedication the daily work in this system requires, and I appreciate each person’s contribution.
I thank the Ministry of Justice, especially Minister Z. Toni Gogu, for the trust and cooperation, as well as the leaders and employees of the prison system and all our partners for their support and contribution during this period.
I leave this position with respect for the responsibility entrusted to me and with the wish that the work that has begun will continue in the service of a safer, fairer and more humane prison system.
