Vlora Çitaku, secretary of the PDK, responded on Saturday to the European Commissioner for Enlargement, Marta Kos, emphasizing that her concern should be directed toward the judicial process at the Special Chambers in The Hague, not toward the laws passed by the Parliament of Kosovo.

According to a Facebook post, Çitaku stated that no one stands far from justice – on the contrary, the goal is to bring the process back onto the path of law, ensure a fair trial, and protect fundamental rights.
She stressed that the Specialist Chambers was established with the purpose of cleansing a stain from the history of Kosovo’s Albanians – the organ trafficking allegations raised by Dick Marty’s report – and not to burden the country with a new charge, such as that of a joint criminal enterprise that strikes at the liberating character of the war.
According to her, Kosovo has not violated any commitment to the European Union, while the Specialist Chambers will continue its function. The debate on legal changes, she added, is not a departure from justice, but a demand that procedures align with the principles of justice and human rights.
Çitaku also cited the report of the Bar Human Rights Committee of England and Wales (BHRC), which has documented violations in this process – concerns that, according to her, require serious attention.
She also referred to decision KSC-CC-2022, paragraph 83, of the Special Chamber of the Constitutional Court, which recognizes Parliament’s right to legally limit the jurisdiction of the Specialist Chambers. She also mentioned the statement by the President of the European Commission, Ursula von der Leyen, that Kosovo has the right to decide on legal changes – which, according to Çitaku, shows a lack of coherence within the European Commission.
“Parliament has the right and the responsibility to exercise its constitutional and legal mandate. Members of Parliament represent the people and are obligated to protect the interest of citizens, the truth, and justice,” she emphasized.
Çitaku recalled that NATO and the EU have been allies of the KLA and the people of Kosovo on the road to freedom, a partnership that is deeply valued, with confidence that dialogue and mutual respect are the way forward.
She concluded by saying that the doors of Parliament are open for dialogue and the elimination of any misunderstanding: “We are not seeking privileges or escape from justice. We are seeking real justice, respect for human rights, and a process that does not harm the historical truth of our liberation war. Justice and alliance do not exclude each other – justice is the very foundation of trust.”
