As students take to the streets and call for his resignation, Prime Minister Edi Rama has spoken about the changes he intends to make to the public administration system, pledging that hiring and promotion will be based on merit.
In his remarks, Rama focused on the unified examination system and the promotion mechanism in the administration, stressing that interference in these processes would be impossible.

The prime minister also announced that artificial intelligence would be used in the process to identify problems and ensure greater transparency.
“With Besa, we have sought to change the relationship between citizens and public services. With the dashboard, we are focusing on transparency and the merit scale, and on evaluating human capital. When we were entering the negotiations process, I said that negotiations would open, but what would we do when we sat down at the table? This is where the discipline required by the process comes in. Our administration has people who face experts from the European Commission with dignity,” he said, adding: “Accountability cannot begin only when problems become public; it must be part of the state’s day-to-day functioning. The creation of a public administration makes clear management possible. We have reflected on how to get closer to people by bringing the administration and the state closer to them, and by making them feel that they are the existential, vital reason for the administration’s services. The Merit Scale is also part of these changes, for which we have called on AI, among other things. Another reform is built around a very simple question: How can we make the administration a place where the most capable, best-prepared and most committed people—those who most want to serve the country through the state—can not only enter, but also advance through the administrative hierarchy?
“This reform also includes the creation of the Ministry of Public Administration, which is dedicated to the administration and good governance, including the organization of institutions, the management of human capital and each person’s responsibility within the administration toward the citizen who knocks on the door, seeks help with a problem and wants that problem not to disappear into an ocean of bureaucracy.”
