The document notes a decline in the number of unfounded asylum applications submitted by Kosovo citizens in European Union countries. It also gives a positive assessment of the continued professionalization of the Kosovo Police, including the graduation of a new cohort of cadets and improvements to training systems.

To implement the report’s recommendations, the ministry says it is committed to adopting strategic documents and relevant policies. These include the Migration Strategy 2026–2030, the Contingency Plan for Managing a Potential Influx of Migrants, Refugees and Applicants for International Protection 2026–2028, the Integrated Border Management Strategy and the Strategy Against Organized Crime. The establishment of the National Center for Combating Terrorism and Preventing Violent Extremism is also planned.

The ministry says it will continue to strengthen interinstitutional cooperation and relations with international partners to advance reforms, strengthen the rule of law and bring Kosovo closer to European standards and practices.

The 2026 Report on Kosovo is part of the European Union’s Enlargement Package. It covers the period from September 1, 2025, to September 1, 2026, and includes some subsequent developments. This assessment is being published ten years after the Stabilisation and Association Agreement entered into force and four years after Kosovo submitted its application for EU membership.
